How net pay is calculated in Montenegro

The employer withholds contributions, personal income tax and the municipal surtax (prirez) from gross pay and pays it all to the Tax Administration (Poreska uprava); the rest is the net salary paid into the employee’s account. Since 2022 the system has been overhauled twice through the “Evropa sad” (Europe Now) programme, and the charges on wages are now among the lowest in the region.

Employee contributions: 10.5%

Employees pay 10% for pension and disability insurance (PIO fund) and 0.5% for unemployment insurance (Employment Agency). The health contribution was abolished by the first Evropa sad package in 2022, and from October 2024 the second package cut the employee pension contribution from 15% to 10% and abolished the employer’s pension contribution.

Tax is charged on gross, not net

A particular feature of Montenegro is that income tax is calculated directly on gross pay — contributions are not deducted first. The rates are progressive: there is no tax up to 700 € gross, 9% on the portion from 700 to 1,000 €, and 15% on everything above 1,000 €. The surtax of the municipality where the employee lives is then added to the tax: 15% in Podgorica and Cetinje, 10% in Budva and 13% in all other municipalities.

What the employer pays

The employer adds only 0.5% for unemployment and 0.2% for the Labour Fund (Fond rada) on top of gross pay (plus the Chamber of Commerce fee, where applicable), so the total cost of employment is only slightly above the gross amount.

Example: 1,240 € gross (13% surtax)

The net salary is 1,038.61 €. In Podgorica, with its 15% surtax, it would be 1,037.35 €.

Minimum wage

The minimum wage is 600 € net for jobs requiring up to qualification level V and 800 € net for level VI and above. In gross terms that is about 670 € and about 919 € respectively (with a 13% surtax).

What the calculator does not cover

The calculator works out a regular monthly salary. It does not apply the upper limit of the pension contribution base (which only matters for very high salaries), employment incentives, or allowances such as travel and meal allowances. The government has announced further changes from January 2027, including abolishing the employee pension contribution and higher minimum wages; until they take effect, the calculator uses the rules currently in force.
